Mayor Maria Pacheco: Fighting for Education, Housing, and Community Growth
From Overcoming Adversity as a Young Mother to Leading as Mayor and Championing Stronger Communities, Education, and Opportunity for All

Alma Beltran’s story is rooted in resilience, determination, and an unwavering commitment to community. As a young mother, she experienced housing insecurity firsthand—navigating uncertainty while working tirelessly to provide stability for her family. Those early challenges were not just obstacles; they became the foundation of her purpose. They shaped her deep understanding of the struggles many families face and ignited a lifelong commitment to expanding opportunity, access, and support for others walking similar paths.
Today, she proudly serves as Mayor of Kerman, while also embracing her roles as a devoted wife, mother of six, and passionate education advocate. Her journey into public service has always been driven by lived experience and a desire to create meaningful, lasting change. After earning her degree in social work from California State University, Fresno, she dedicated her career to helping families and students overcome systemic barriers—many of which she once faced herself.
Throughout her professional career, she has been instrumental in developing programs designed to uplift at-risk youth, providing them with guidance, mentorship, and pathways to success.
She has worked closely with students to ensure they not only envision higher education as a possibility but have the tools and support to achieve it. Her advocacy extends beyond theory—it is deeply personal. When rural students, including her own daughter with special needs, were unable to access reliable transportation to Fresno City College, she took action. By organizing community partners and mobilizing resources, she helped secure transportation solutions that ensured students could attend classes consistently—removing a critical barrier to their education and future.
As the first Latina of Indigenous roots to serve as Mayor of Kerman, her leadership represents both progress and possibility. During her tenure, she has successfully secured millions of dollars in funding to strengthen public safety, expand workforce development opportunities, and deliver direct investments that support working families. Her work reflects a focus on practical solutions—addressing immediate community needs while also building long-term systems that foster stability and growth.
Now, she is taking that same passion and proven leadership to the next level by running for Fresno County Supervisor. Her vision is clear: to create safer neighborhoods where families feel secure, strengthen schools so every child has access to quality education, and expand access to essential resources like affordable housing and clean, reliable water. She is also committed to building an inclusive, thriving local economy—one where opportunity is not limited by zip code, and where individuals and families have a real chance to get ahead.
At the heart of her campaign is a simple but powerful belief: that everyone deserves dignity, opportunity, and a fair shot at success. Her story is not just one of personal perseverance—it is a reflection of the communities she serves and a promise to continue fighting for them every step of the way.
